Persiapan Operasi Modifikasi Cuaca (OMC) di wilayah Sungai (WS) Toba–Asahan untuk meningkatkan elevasi permukaan air Danau Toba resmi dimulai. Direktur Operasional Modifikasi Cuaca, Budi Harsoyo, S.Si., M.Si., memastikan bahwa bahan yang digunakan dalam penyemaian awan adalah garam atau calcium chloride, bukan bahan kimia berbahaya seperti yang dikhawatirkan sebagian masyarakat.
Menurutnya, seluruh material yang dipakai merupakan garam biasa yang telah diproses hingga berukuran sangat halus, sehingga berfungsi sebagai inti kondensasi untuk mempercepat proses terbentuknya hujan. “Tidak ada bahan kimia berbahaya. Semua yang digunakan adalah garam-garaman lokal,” jelas Budi.
Untuk menjawab keraguan masyarakat, tim OMC akan melakukan pengambilan sampel kualitas air sebelum, selama, dan sesudah pelaksanaan operasi. Hasil uji laboratorium nantinya akan menjadi indikator apakah ada perubahan kualitas air di Danau Toba selama kegiatan berlangsung.
Pelaksanaan OMC dijadwalkan berlangsung selama 14 hingga 15 hari, dengan operasi penerbangan penyemaian dilakukan secara selektif berdasarkan potensi awan dari data radar. Dalam kondisi normal, kegiatan hanya dilakukan 1–2 sortie per hari, menyesuaikan pertumbuhan awan yang tidak berlangsung sepanjang hari.
Upaya ini dilakukan untuk mendorong turunnya hujan langsung di area tangkapan air Danau Toba. Saat ini elevasi permukaan air danau berada di angka sekitar 90,323 meter, lebih rendah dari batas normal atas yang berada pada kisaran 90,48 hingga 95 meter. Kondisi tersebut berpotensi mengganggu kebutuhan air untuk irigasi, operasional PLTA Inalum, serta kebutuhan domestik masyarakat sekitar.
Perum Jasa Tirta I menegaskan bahwa target utama OMC adalah menjaga agar elevasi air danau tidak turun di bawah 90,320 meter, sekaligus mendorong kenaikan gradual seiring masuknya musim hujan. Ini penting mengingat musim hujan mengalami kemunduran, sementara permukaan air terus menurun dalam beberapa bulan terakhir.
Selain mempercepat hujan, OMC juga bertujuan memastikan lokasi jatuhnya hujan tepat di atas Danau Toba. Tanpa penyemaian, hujan bisa tetap terjadi secara alami namun berpotensi jatuh di area selain danau, sehingga tidak memberi dampak langsung terhadap peningkatan elevasi.
Tim OMC bersama AirNav akan melakukan pemantauan harian untuk menentukan waktu dan area penyemaian yang paling efektif. Jika pada hari tertentu tidak terdapat pertumbuhan awan yang cukup, penerbangan tidak akan dilakukan.
Kegiatan OMC ini menjadi salah satu langkah mitigasi penting untuk menjaga ketersediaan air baku di kawasan Danau Toba serta mendukung aktivitas pertanian, energi, dan kebutuhan masyarakat yang bergantung pada danau vulkanik terbesar di Indonesia tersebut.
